A letting agent is instructed by the landlord. That is simply how the industry works, and it is not a criticism. It does mean that in a normal UK tenancy, nobody in the transaction is there to represent the person moving in.

What actually stops the application
The old way round is gone
Until May 2026 a student who could not provide a guarantor could pay six or twelve months up front instead. Under the new rules a landlord cannot take more than one month's rent in advance. There is no longer a way to pay your way past a reference check.
Viewings you cannot attend
Good stock in London is gone in days. You cannot view it from Riyadh, and an agent will not hold it while you arrange a flight.
